Under the supervision of the Civil Service Ministry, a seminar of Mechanisms to Develop Governmental Performance had been organized. The seminar’s objectives are enhancing and improving governmental performance and meeting the Sultanate’s future needs, requirements and vision -which will in bring to fruition the vision and directives of His Majesty Sultan Qaboos and raise standards of government service. The seminar consisted three main themes, which are:
1- The development of governmental performance (the challenges of development, previous experiences from other countries and leading the changing programs in the public sector) 2- The strategic planning (Managing the shift in the government’s performance, ministry’s vision and the role of the awards in raising the performance and enhancing the competitiveness) 3- Activating the role of human factor and IT in developing performance (Assessing the role of human resources, the effect of using technology and communication in the development and performance of government services and Partnership between the public and private sectors and their impact ).
These three main themes are linked and completed each other. The first theme of seminar starts with finding out challenges and difficulties of developing the governmental performance which can be defined as a total evaluation for the current level of governmental performance. It is the base for the second theme. Second theme is about strategic planning. As a result of implementing the strategic planning, they can reduce and come over most of that challenge. The third theme discussed the tool of implementing the strategy, which are human resources and IT that needed and contribute in developing governmental performance.
In short, all these themes are representing steps to improve the performance of government and those themes depended in each other. The symposium has a link with the business process management (BPM) activities as well as its categories. That can be justified by looking at the three main activities of the BPM which are: * Process Design * Process Execution * Process Monitoring and Improvement The first theme of the seminar which is the development of governmental performance can be linked with the process monitoring and improvement activity in the BPM. This activity deals with tracking of processes and providing information about the performance of the processes. This information can be used for further improvements. The second theme of the seminar is strategic planning.
Process design is an activity in the BPM which can link to this theme because it encompasses the identification of the existing performance and designing the “to-be” process. This activity aims at reducing the number of problems over the lifetime of the process and ensuring that a correct and efficient theoretical design is prepared. The third theme which is activating the role of human factor and IT in developing governmental performance relates to the process execution activity in the BPM. Processes can be executed by using a combination of software and human intervention. Clearly, there is a direct link between this activity and the third theme of the seminar.
In other view of BPM it aims to align all aspects of an organization with clients needs in the view of the three categories of the BPM which are the upper management process, operational process and the supported process. It is leads to get more efficient and effective results more capable of change than a functionally focused, traditional hierarchical management approach. Furthermore, the upper management process in the seminar represented as the government performance, which is the aim to improve and the first theme of the seminar. Moreover, operational process which is the second category of the BPM is defined in the strategic planning theme.
This is the core process to improvement and it’s responsible of monitoring the transformation, arrange the steps and the needed inputs into a timed plan to accomplish the aimed output. The third category is the supported process, which are combined in the third theme of the seminar. Because the seminar is aiming to improve the performance, changes have to take a place. To do so simulation can be applied. Simulation in simple words is the imitation of the operation of a real-world process or system over time. And it can be used to address answers to this questions: (what) to define the issue or problem which is the government performance in our case ,(why) to improve performance and (how) to determine the techniques and approaches we can use to improve.
Related to The Symposium on Mechanisms to Develop Governmental Performance we can see that the three main topics discussed in the conference was a good example of simulation that is because it follows a logical path. Sayyid Salim said that the most important recommendations of the Symposium on strategic planning are to have a clear strategic vision at the State level and that there should be a mission and a strategic vision for each governmental unit. Those visions stems from the Government’s overall strategic vision, to establish a unified civil system so that there is a unified civil system. This recommendation helps us to reduce our cost because when we have a unified vision we will not confuse and just adapt the model to improve.
In addition, Sayyid Salim recommended the establishment of a council for human resources which plans for the strategy of human resources development at the State level. He also highlights the educational outcomes in the labor market and coordinates with to train the labor market. By educating & training the labor, we can reduce the number of failure or wasting time. Here the role of simulation take a place to mimic this scenario in cheaper and faster than performing the multiple tests of the design each time in any level of details added. To sum up, the aim of improving the governmental performance will accomplished by improving the inner process. For that we need the support of developed HR and IT to work through a strategic plan and simulate results.
