Role of Goverment

It states that in 1961 they elected a committee and they approved officers, directors and bylaws. In which the association will operate on in the day to day routine. So the task they had to solve was how to help curb the poverty rate in these low income counties. In 1963-1968 the North Carolina Fund, which is an independent, non-profit, charitable corporation, they went out and found funds to fight poverty in North Carolina.

The governor at the time who was Terry Sanford and other North Carolinians convinced the Ford Foundation to donate a grant of $7 million to initially start funding for a statewide anti- poverty effort aimed at rural and urban communities. The role the court system or law has played a major part in shaping policies that affect the association it helped shape the format in which they are to use to go by when it comes to helping people in the community. It gives the agency a set of rules and policies to use when someone comes in for assistance from the agency.

Like the main law it is open to the public and they do not discriminate against you regardless of your race or ethnic background. The policy of your privacy they do not got the right or permission to disclose your information to any one without your knowledge or written consent. Anyone can apply as long as the meet the requirements and follow all guidelines. To follow up on the guidelines policy they set rules in which all employees have to follow. Then the applicants have rules they have to follow to apply for assistance.

The laws was put in place to keep it fair to everybody and to make sure of the fact that everyone follows the same set of rules that the court system passed in 1961. The law has made it easier for people to apply for the funds Choanoke Area Development Association has to offer. The judiciary both creates anew and reshapes old social policy. In 1961 when they passed the law to try and curb the poverty rate in these counties it was helping people then and in the future. Without this law being passed it will be plenty of people out here struggling even harder than they are or trying to make it in this world.

The laws made it possible for people to seek help from the agency. The agency has a few programs in which they help with housing, employment, emergency assistant and they even offer tax preparation. The agency is there to help people in need of services in which they offer. In 1961 Governor Terry Sanford felt like this agency would benefit the communities so he passed laws to get the agency open and started off right. The agency is nonprofit organizations which deal strictly on government funding. The funding is not there year round it is distributed in a fiscal year.

The fiscal year is the accounting period for the federal government which begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2013 begins on October 1, 2012 and ends on September 30, 2013. Congress passes appropriations legislation to fund the government for every fiscal year. Appropriations are the provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes.

So Choanoke Area Development Association is run from a nonprofit organization who receives its government funding every fiscal year. In order to receive these funds if people from the community are in need they can go and apply for the help from the agency. If they qualify they will receive the help they need.
