Public policy can be defined as the ability of the societies to recognize the public problems and to solve them. Although, today the challenges of democratic states have increased yet these challenges seem to assist policy makers in the process of policy making. Under these changed circumstances the policy making depends upon relationship between those who form policy and those for whom the policies have been formed. In most of the independent and developed countries policy making results in confusion and jumbled outcomes, instead of adopting an influential and desirable political and societal outcome.
Wayne believed that the building of modern policy making could only be established on the basis of certain “hard facts”; after overpowering the already existing mess. Conclusively, the most desiring thing is that policy making should be based on evidence rather than self assumed ideas and personal grudges. (Wayne, 2005) The public policy should be based upon satisfactory and grave experiences and knowledge. For this reason it is necessary for the policy makers to solve the problem by founding their policy on strict approach. Blunkett believed that knowledge based policy making helps in “professional, better, and modern policy making”.
Public policy making helps in the proper functioning and implementation of “learning and Knowledge” with in the government institution. (Wayne, 2005) Wayne suggested that “redesigning and re-thinking” of policy making can help to improve government departments function more efficiently and effectively in advance societies. Learning is the basic unit of policy making because with its assistance we can change and develop our institutions and systems with the changing society. It is the duty of the government to encourage the progress of “individuals, organizations and communities”.
This can facilitate and encounter the recurring change. Government should encourage more use of knowledge and experiences gained from local people. Moreover government should make the societal learning easier rather than serving as an autocratic body towards the societal functioning. For this reason the government officials should introduce reforms in the private and public learning and controlling spheres of transformation. Therefore, one can say that the task of the government is to design the process of policy making to assist people and organizations in bring change.
(Wayne, 2005) By improving the processing of policy making government can improve the communication process and reduce the discrepancies in the existing polices. Usually, there is a need to make a policy when the society is undergoing a state of change, melt down, and doubt. Hence, one can say today Public policy is more concerned with learning then with the prospects of restricting and leading. on the whole it is suggested that the policy makers should be properly trained in policy making and should be provided with proper equipment for this purpose.
In other words, a proper procedure for the designing, implementation and evaluation of a policy are necessary. This tool will introduce reforms in policy making processes. This in turn will affect the decision making of the government. (Wayne, 2005) During the policy making process. Most of the time government officials design a public policy but never bother to implement is. The sphere of public policy has only received attention from the educational sector. As most of people have given much attention towards developing implement able public policy.
The important thing about public policy is that it is usually developed in the government offices in the centre however it is implemented where common people live. Most of the time government and political leaders are coerced to formulate a new public policy or repair the existing one according to the demand of the people. Implementation of public policy is a crucial topic. Different methods can be fallowed in the process of public policy making. Some times it is assumed that if the application of a policy fails the policy on the whole fails. (Wayne, 2005)
