The City Engineer’s Office (CEO) is one of the three departments of the government undertaking major infrastructure projects. The CEO is mandated to undertake (a) the planning of infrastructure, such as national roads, and bridges, flood control, water resources, projects and other public works, and (b) the design, construction, and maintenance of national roads and bridges, and major flood control system. The City Engineer’s Office functions as the engineering and construction arm of the Government tasked to continuously develop its technology for the purpose of ensuring the safety of all infrastructure facilities and securing for all public works and highways the highest efficiency and quality in construction. CEO is currently responsible for the planning, design, construction and maintenance of infrastructure, especially the national highways flood control and water resources development system, and other public works in accordance with national development objectives.

7160 – An Act Providing For A Local Government Code Of 1991: (a) Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the city; (b) Advise the City Mayor in infrastructures, public works and other engineering matters; (c) Administer, coordinate, supervise and control the construction, maintenance, improvement and repair of roads, bridges and other engineering and public works projects of the City; (d) Provide engineering services to the City, including investigation and survey, engineering designs, feasibility studies and project management; The organizational structure of the General Santos City Engineers Office (CEO) seems to have several vacancies due to insufficient funds provided by the national office for budget.
In this regard, they resort to having job orders from the engineers, mostly civil engineers who just have had their professional licenses. These job orders have been offered with less to no benefits at all. They are on a scenario of no work, no pay scheme. Though these job orders aid to the insufficiency in labour force currently experienced by the CEO, still this is not a good news for the new engineers, licensed or not. The opportunities abroad may also have contributed to this insufficiency. On the other hand, this opportunity might be a good start especially to gain experience since this is a government organization. Recently, the office just procured new heavy equipment to better serve the city especially to the maintenance and construction department.
The motor pool department head discussed to us that they are only involved in the maintenance of the equipment and to its scheduled areas where it will be utilized but they should not be imparted to the construction and planning department. In this department they needed licensed mechanical engineers but in most of the other departments including management they are looking for civil engineers. This means that the civil engineering profession have many fields to be part of including academe, government office, private contractor, etc. and probably several opportunities in each area. Thought the city has its own construction division, most of the projects of the CEO undergone public bidding where private contractor may present their bids. The bids and awards committee (BAC) will select the winning bidder according to their bid, previous project performance, and other parameters.
There are also instances where a project, especially on a continued project, is directly awarded to a contractor who won the previously bidded project to ensure its uniformity in construction and quality. The contractor however, should have a positive slippage to the previous project. There has been no history of a contractor being blacklisted from joining the public bidding and acquiring a contract for a government project according to the CEO. In any case, a negative slippage or the delay of the completion of project of more than 15%, and breaching of contract will be the reason of contractor blacklisting which will be submitted to the organization head who hold the decision whether or not a contractor will be blacklisted.
All buildings must secure a building permit, including renovations and change in occupancy, changing of building plans, reducing or adding some building features. There are lists of requirements that should be complied before a building permit is issued. Different structures e. g. commercial, residential, industrial etc. have different requirements. The process of securing a building permit would normally take seven (7) working days. The CEO building permit division will review the plans presented to them and even investigating the site where the building will be constructed. No construction should start without first the issuance of the building permit.
If in any case the CEO caught a building being constructed without the presence of building the permit, they have the authority to halt the construction and may also file some case against the owner and/or the contractor. They also have the authority to halt the construction if ever they have found out that the construction site is not safe or the personnel are not observing proper safety measures. But as of now, the city’s engineering office seldom conducts an inspection in the on-going constructions within the city. Before entering the CEO building I saw a bunch of concrete samples and we even have the chance to view their testing laboratory and facilities.
But to ensure more that the quality of samples being tested are what really present on site, the sample should be taken on site and not being brought by the contractors because they may change the sample quality by having separate batch of concrete for sampling and for construction. The quality control division inspects each finished project together with the other division heads, as what I have observed during my OJT, from the start to finish, floor to ceiling. If any flaw have been found the contractor is liable for its repair and still have the liability for at least two (2) years upon the completion of the project, they call this warranty. This is to ensure that the any project of the CEO will be of optimum quality and would serve the public more convenience and safety.
