In short, taking into account the wide variety of factors and considerations under new and upgraded trends, the United States of America must revisit and go back to the old and wise idea of red teaming. While there were no chemical weapons before, these are horrible threats of today. To prepare for this, for instance, Americans must be able to create, develop and enhance novel methods of mitigating or eradicating those deplorably harmful elements. Espionage techniques must be substantially renewed and be better and further advanced, information gathering must be increased and home-based science and technology must be broadened to the maximum.
As enshrined in the mission statement of the Central Intelligence Agency (CIA), there must be ways to access information covering the plans, intentions and capabilities of the opponents. Corollary to that, timely assessment and evaluation of insights and warnings at the earliest opportunity must be delivered to the highest echelons of the government and the country’s key decision makers. The underlying aims of the overall program and undertaking must therefore be within the framework of pre-empting threats and, in the process, achieving the higher objectives of the policies of the national leadership that will redound to the benefit of all citizens and friends of the USA. As a matter of fact, it may be a better suggestion that red teaming is not made a scheme only of the homeland security portfolio. It has to be extended to the CIA and the Federal Bureau of Investigation and, in coordinating, cooperating and synchronizing capacities, further linked to and with American police authorities and other peace and order agencies.
In read teaming, it has to be expected that the methods by which terrorists act must be learned. With that in mind, the chance of intercepting an attack or even a plan to attack will be more and the opportunity to mitigate or totally vanish the adverse effects of the assault will be greater. Essentially, what the enemies do must be known and what the enemies plan to do must be monitored. On top of those, processes have to be developed which can destruct what the enemies plan to use in order to destroy.
In effect, it is destroying first what is apparently destructive. With the revival of red teaming options at the Department of Homeland Security, there are good hopes for success. (Performance Budget Overview. [Appendix A, page 13] Fiscal Year 2007 Congressional Budget Justification. Department of Homeland Security. [internet] Accessed August 5, 2009. Available at: http://www. dhs. gov/xlibrary/assets/Budget_PBOAppA_FY2007. pdf) The magnitude and dimensions of international terrorism are humongous in dynamics and character.
Armaments have become more sophisticated and weapons are deadlier than ever. Detection methods and surveillance systems gradually become helpless owing to the possibility that the enemies have learned how to evade and avoid all monitoring procedures, devices and gadgets. This lapse and drawback were best illustrated when the jets which crashed the World Trade Center in New York were easily and conveniently penetrated by the extremely fanatical groups who were willing to sacrifice their own lives for what they perceived to be a cause for justice.
Americans’ love of country must not be dwarfed by that overwhelming show of religious patriotism and must not be cowered to submit to the blackmail of terrorists and terrorism. Peace can be loved and be cherished. But if peace is at risk in the face of guns and murderers, countrymen must timely act. To procrastinate is to allow a short cut to the perdition of America and the whole world. A start in small things will be great. Red teaming is a small thing. It can begin small but it can end great.
