The Australian legal system has come a very long way in terms of helping migrants access genral services and obtan information which they require. Australia has accepted multiculturism and at the moment migrants are provided with more help then they have ever received before. Before the 1970's if a person whished to come to Australia they had to complete a test set by the government, the test could be in any European language that the government wished to set it in.
The government allowed this test to be set under the Immigration Restriction Act 1901 (Cwlth). Because of this test the Australian government could pick and choose who they allowed in the country, the majority of the people kept out of the country were Asians. Australia recognised that their assimilation policy was a failure and was portraying a negative image of Australia to the rest of the world, especially to the Asian-Pacific region. So due to Diplomatic factors the White Australia Policy was scrapped and a new policy of multiculturism was excepted.
Since the exceptence of multiculturism migrants have been given more help so that they can fit into society and go about everyday things. When "unwanted" migrants (ie Asian) were allowed into the country they found it difficult to assimilate as the government wished them to do and instead they clung to their culture and way of living, this in-turn isolated them and disadvantaged them because of their lack of knowledge of English and the Austrlain way of living. But the Australian Government is attempting to abolish disadvantages for these people and help them achieve basic things.
As multiculturism became more excepted, the government put more of an effort in to help migrants. In 1979 The Australian Institute of Multicultural Affairs (AIMA) was established to promote cultural diversity. The AIMA was replaced by the Office of Multicultural Affairs in 1986. The Office of Multicultural Affairs deals with many import issues that migrants face when coming to Australia, they provide services such as; Grants to the general community for innovative projects that highlight the community's cultural diversity and contribute to social harmony.
Grants for Ethnic Radio. Work Experience and Support Program (WESP). They help recognise overseas qualifactions. And they provide inturpretures. The Council for Multicultural Australia (CMA) was established in July 2000, its goal is to raise awareness and understanding of Australian multiculturalism. The CMA: Promote Australia's cultural diversity as a productive and unifying force in our society. Raise awareness of community harmony and social cohesion, particularly through the Living in Harmony initiative, including Harmony Day
Raise awareness of the economic and social benefits of cultural diversity, particularly through the Productive Diversity program. Raise awareness of the relevance of Australia's multicultural policy for all Australians. The CMA may not seem to be directly helping individual migrant but it is providing a community in which they can more easily fit into. The Australian legal system has helped migrants fit into the Australian community quite effectivly. Obviously more works has to be done but in progress whise the multicultural cause has come a very long way.
In Australia's multicultural Policy defines multiculturism as "the freedom of all Australians to express and share their cultural values is dependent on their abiding by mutual civic obligations. " This goal is getting closer and closer everyday and in many ways has already been achieved. In order to stop descimination legislation has been brought in to stop discrimination, The racial discrimination Act 1974 (Cwlth) prohibates the discrimination against anyone due to their race or ethnicity.
Racism is one of those areas which the government has tried to stop but has not been as successful as they could have been. The Anti-Discrimination Act 1977 (NSW) does not allow people to discriminate against people because of theirrace, gender, sexuality, marital status or disability. The protection of the Anti-Discrimination Act is seen higher then the racial discrimination Act, the racial discrimination Act does not prohibate indirect racism but the Anti-Discrimination Act does provide protection from indirect discrimination.
