I have the disposition of No. 9 Original, United States against Louisiana and an opinion for the Court filed today.

The Court orders the entry of a decree as follows.

The exceptions filed by the United States to the report and recommendations of the Special Master are overruled.

The exceptions filed by the State of Louisiana to the report and recommendations of the Special Master are also overruled.

The recommendations contained in the report of the Special Master are accepted.

The parties are directed to prepare and file a decree and if the parties fail to agree on the form, the Special Master is then authorized to hold hearings, take evidence if in his judgment he deems that necessary and report his recommendations to the Court.

Mr. Justice Douglas and Mr. Justice Marshall took no part in the consideration or the decision of this case.
